Why Does the Wisconsin Brewers Guild Have a PAC?

As a craft beer enthusiast, you know the important role Wisconsin's independent breweries play in our communities. It's hard to believe that in the late 1970s, Wisconsin had only eight operating breweries, and consumers had very few choices beyond traditional beer styles. Beginning in the mid-1980s, a new generation of craft brewers introduced IPAs, porters, stouts, and countless other styles that helped transform Wisconsin's beer landscape.

Early on, the biggest challenge wasn't government regulation—it was earning a place in the marketplace. Wisconsin's brewery licensing system, established after Prohibition in 1933, provided a clear and effective framework for brewers, wholesalers, and retailers alike. The real hurdle was convincing distributors, retailers, and consumers that there was a demand for craft beer.

To build their businesses, small breweries relied on taproom sales and self-distribution to introduce their brands and compete in a market dominated by multinational breweries.

As the craft beer movement gained momentum in the late 1990s, that long-standing regulatory framework began to change. Over the following years, legislative carveouts and protectionist provisions were quietly added to state law, often through biennial budget bills with little public attention. Production caps were imposed, licensing privileges were reduced, collaborative distribution opportunities were eliminated, and other restrictions created unnecessary barriers for independent breweries. In some cases, Wisconsin law even limits who can work for a brewery or be married to someone who does.
